Châteauguay : conseiller municipal contre la création d’un poste cadre

Le conseiller Mike Gendron (district de Lang) s’est opposé, lors de la séance du conseil de Ville de Châteauguay du 10 juillet, à l’embauche d’un chef inspecteur à la Division inspection et permis.

«Je ne trouve pas que les arguments sont là pour embaucher un inspecteur qui supervisera d’autres inspecteurs qui sont déjà très compétents. C’est encore un autre salaire», a fait part M. Gendron, qui a plutôt suggéré une embauche contractuelle.

La mairesse Nathalie Simon a justifié la création de ce nouveau poste par le besoin de coordination de l’équipe d’inspecteurs. Elle a également mentionné les exigences de plus en plus lourdes en matière de rédaction de règlements liés aux réformes des plans particuliers d’urbanisme.  «La personne qui assume actuellement cette tâche n’a pas le temps d’arriver dans la rédaction et dans les suivis. Et on a énormément de plaintes de citoyens qui nous reprochent de ne pas faire de suivis dans certains dossiers» a-t-elle expliqué. L’option d’une embauche contractuelle n’a pas été retenue, a précisé Mme Simon, puisque les règlements sont, dit-elle, «en continuelle modification». «Et Châteauguay a l’un des plus petits services d’urbanisme parmi les villes comparables, a-t-elle spécifié. Les villes de notre grosseur ont jusqu’à trois à quatre fois le nombre d’inspecteurs et d’urbanistes qu’on a à Châteauguay», dit-elle.

M. Gendron a demandé le vote sur cette résolution, qui a été adoptée à six contre deux.

Municipal councillor opposes creation of management post

City councillor Mike Gendron (Lang district) at the Chatequguay Council meeting of July 10 opposed the hiring of a chief inspector in the inspection and permits department.

« I don't find that the arguments are there for hiring an inspector who will supervise other inspectors who are already very competent. That's still another salary, » said Gendron, who instead suggested a contract hiring.

Mayoress Nathalie Simon justified the creation of this new position by citing the need for coordinating the team of inspectors. She also mentioned the increasingly heavier demands in the matter of drawing up regulations linked with the reforms to particular urbanism plans.  « The person who currently assumes this task does not have the time to do all the editing and the follow-ups.  And we get an enormous number of complaints from citizens who reproach us for not doing follow-ups in certain dossiers, » she explained, because the regulations are, according to her, « under continual modification. » « And Chateauguay has one of the smallest urbanism departments among cities of comparable size, » she noted. « Cities of our size have up to three or four times the number of inspectors and urbanists that we have in Chateauguay, » she added.

Gendron called for the vote on this resolution, which was adopted by a 6-2 margin.
