Kahnawake et Châteauguay veulent un arrêt du train de banlieue dans la réserve

(English follows) Le maire de Châteauguay et le grand chef Mohawk de Kahnawake travaillent main dans la main pour qu’un point d’embarquement de train de banlieue se concrétise dans la réserve autochtone. Le projet n’est toutefois pas à l’ordre du jour de l’organisme exo, qui gère le transport en commun dans la région métropolitaine.   «Il y a un réel besoin pour nos deux communautés (Kahnawake et Châteauguay) de coopérer. Car les conditions de circulation ne risquent pas de s’améliorer dans la prochaine année» a déclaré le grand chef Joe Norton le 14 décembre, dans une entrevue accordée à la radio K103 de Kahnawake, le 14 décembre. M. Norton a reconnu que ce projet pourrait desservir une partie de la population de Kahnawake, dont plusieurs étudiants qui doivent se rendre à Montréal chaque jour.   Châteauguay pressée  [caption id="attachment_56122" align="alignright" width="323"] Pierre-Paul Routhier.[/caption] Le maire de Châteauguay, Pierre-Paul Routhier, pour qui ce projet constitue une promesse électorale, a confirmé qu’il travaillait actuellement avec Kahnawake pour faire avancer le dossier. «Si je pouvais, j’aimerais que ça se fasse tout de suite, demain», a-t-il exprimé lors d’une entrevue, le 8 janvier. Mais il a par la suite renvoyé la balle dans le camp d’exo, à qui revient le mandat de réaliser ou non le projet.   Études  Conseiller aux relations médias, communication et affaires publiques pour exo, Louis-André Bertrand a indiqué au Journal, le 11 janvier, qu’il n’était pas prévu, pour l’instant, de construire une gare dans ce secteur.   «Des études visant l’implantation d’une gare de trains à Kahnawake ont été réalisées en 2010 et en 2015. Elles n’ont pas été concluantes. Le service d’autobus avec stationnement incitatif et la voie multifonctionnelle ont été jugés plus adéquats pour répondre aux besoins de la population de la région sud-ouest en termes d’accessibilité» a-t-il fait savoir.  M. Bertrand a toutefois annoncé que des consultations publiques dans le secteur sud-ouest étaient prévues fin 2019 ou début 2020 en vue d’une «révision du réseau». «Cet exercice de consultation citoyenne va nous permettre de mieux cerner les besoins de nos usagers en matière de transport collectif dans ce secteur afin que notre offre s’adapte à la demande», a-t-il précisé.   [caption id="attachment_43903" align="alignleft" width="275"] Bruno Tremblay[/caption] Représentant de la région du sud-ouest au CA d’exo, le maire de Beauharnois, Bruno Tremblay, a tenu des propos semblables à ceux de M. Bertrand concernant le projet. «Ce serait très bien pour la région, et assez facile à mettre en place, reconnait-il,  mais pour l’instant, ce n’est pas à l’ordre du jour. Ce qui est vraiment concret et dont on parle beaucoup, c’est du projet du terminus d’autobus à Châteauguay, mais surtout du REM. L’énergie est sur ça», a-t-il signalé.   Aménagement d’un point d’embarquement   Le projet promu par Châteauguay et Kahnawake consiste en l’aménagement d’un quai d’embarquement à l’ancienne station Adirondack (Adirondack Junction), par où la ligne de train de banlieue de Candiac passe quotidiennement, sans toutefois s’arrêter. Les usagers de Châteauguay pourraient se rendre à ce quai par une navette qui partirait du stationnement incitatif et qui emprunterait la voie réservée aux autobus.   Ce projet est dans l’air depuis 2009. Un sondage mené par le Conseil de bande auprès de la communauté autochtone de Kahnawake en 2015 avait montré que celle-ci y était favorable.  Présentement, la gare de train de banlieue la plus proche de Châteauguay est à Saint-Constant. Quant au projet de Réseau express métropolitain (REM), la gare qui sera la plus proche, selon le plan actuel du projet, sera à Brossard.

Kahnawake, Chateauguay want a suburban train stop on the reserve.

Chateauguay Mayor Pierre-Paul Routhier and Grand Chief Joe Norton of the Mohawk Council of Kahnawake are working hand in hand so that a boarding point for the suburban train gets finalized on the native reserve. (Photo: Youtube)[/caption] ’’There is a real need for our two communities (Kahnawake and Chateauguay) to cooperate, because the traffic conditions are not showing any signs of improving during the next year,’’ declared Norton on December 14 in an interview granted to Kahnawake Radio K103. Norton recognized that this project could service a part of the Kahnawake population, including several students who must travel to Montreal each day. Chateauguay in a hurry The Chateauguay Mayor, for whom this project constitutes an electoral promise, confirmed that he is currently working with Kahnawake so that the issue can move forward. ‘’If I could, I would like for this to be done right away, tomorrow,’’ Routhier explained in an interview on January 8. But he then tossed the ball into the court of exo, which has the mandate of making the project materialize or not. Studies Louis-Andre Bertrand, counsellor of media relations, communications and public affairs for exo, indicated to the Journal, on January 11, that he had not been authorized, for the moment, to build a train station in this sector. ‘’Some studies targeting the implementation of a train station in Kahnawake were carried out in 2010 and 2015. They have not been conclusive. The bus service with incentive parking and the multifunctional lane have been judged more adequate to answer the needs of the population of the South-West region in terms of accessibility,’’ he let it be known. Bertrand nevertheless announced that some public consultations in the South-West sector were foreseen for the end of 2019 or the beginning of 2020 in view of a ‘’revision of the network.’’ ‘’This exercise of citizen consultation is going to enable us to better discern the needs of our users in the matter of collective transport in the sector so that we can offer to adapt ourselves to the demand,’’ he specified. Beauharnois Mayor Bruno Tremblay, representative of the South-West region on the exo board of directors, uttered similar words as those expressed by Bertrand concerning the project. ‘’That would be very good for the region, and easy enough to put in place,’’ he acknowledged, ‘’but for now, it is not on the agenda. What is really concrete and which we speak about a lot, is the project of a bus terminus in Chateauguay, but especially for the REM. The energy is being spent on that,’’ he reported. Creating a boarding point   The project promised by Chateauguay and Kahnawake consists of building a boarding dock at the old Adirondack (Adirondack Junction) station, where the Candiac suburban train line passes every day, without always stopping there. Chateauguay users  would be able to reach this quai by a shuttle bus that would leave from the incentive parking lot and which would use the lane reserved for buses. This project has been in the works since 2009. A survey conducted by the MCK in 2015 had shown that this idea was indeed a favourable one. (Translation Dan Rosenburg)
