La rénovation du Centre Régional retardée

(English follows) Les adeptes de magasinage devront patienter avant de voir le Centre Régional de Châteauguay rénové tel que l’avait promis les nouveaux propriétaires. Leur projet de construction de quatre immeubles détachés dans le stationnement ne cadre pas avec le règlement de zonage de la Ville. Les groupes Quint et MACH, qui ont acquis l’immeuble commercial en 2015, planifiait un vaste redéveloppement et avaient annoncé l’arrivée de «gros joueurs» d’ici décembre 2017. Ce redéveloppement comprenait une rénovation de la section située à côté du commerce SuperC, ainsi que l’aménagement de quatre immeubles indépendants (que l’on nomme dans le jargon «perchoir» ou «pad» en anglais) dans le stationnement. La chaîne de restaurants de déjeuners Allo Mon Coco a d’ailleurs annoncé sur sa page Facebook l’ouverture prochaine d’une succursale dans l’un de ces immeubles «perchoirs».  Une information que le fondateur et PDG des restaurants, Thomas Bountis, a confirmé au Soleil de Châteauguay. «On attend que notre local soit construit. Dès que ce sera fait, nous ouvrirons», a-t-il indiqué en évoquant une ouverture possible en décembre 2018. Changement de zonage nécessaire Le président du Groupe Quint, Ian Quint, n’a toutefois pas voulu confirmer cette date. «On ne peut pas commencer la construction tant qu’on n’a pas de permis de la Ville. Et ce permis dépend d’un changement de zonage qui doit être adopté par les élus», explique-t-il. Il a ajouté qu’il s’agissait d’un «mauvais timing» à cause de la campagne électorale. «Le processus redémarrera après les élections, a-t-il indiqué en qualifiant le règlement de zonage actuel d’«irréaliste».  «On espère pouvoir s’entendre sur ce qui peut être fait en fonction de la rentabilité du projet», a-t-il précisé. Les immeubles «perchoirs» causent problème Selon la mairesse de Châteauguay Nathalie Simon, ce n’est pas le projet de rénovation du Centre Régional qui bloque avec la Ville, mais les quatre immeubles détachés que les propriétaires veulent construire dans le stationnement. «Le dossier de rénovation est déjà accepté. Ils (les groupes Quint et MACH) pourraient commencer demain s’ils le voulaient, affirme-t-elle. Par contre, la construction de quatre immeubles prévus dans le stationnement demande plus de planification, ajoute-t-elle. Ça amène toute une problématique de circulation, car les restaurants auront des services au volant. Puis il y a aussi la question des places de stationnement qu’il y aura en moins», fait-elle remarquer. Elle croit néanmoins qu’il y a des solutions possibles, tout en précisant que les propriétaires «doivent se soumettre aux mêmes règles que n’importe qui». «Il y a plusieurs démarches à faire pour respecter les lois sur l’aménagement et l’urbanisme. C’est le lot de toutes les municipalités», conclut-elle. (English version)

Regional Shopping Centre renovation delayed

  Avid shoppers will have to be patient before seeing the Chateauguay Regional Shopping Centre renovated as the new owners had promised. Their project of erecting four detached buildings in the parking lot does not conform with the City's zoning bylaw. The Quint and MACH groups, which acquired the shopping centre in 2015, were planning a vast redevelopment and had announced the arrival of « big players » between now and December of 2017. This redevelopment included a renovation of the section located beside Super C, as well as the setting up of four independent buildings (called « pads » in English jargon) in the parking lot. The chain of Allo Mon Coco breakfast restaurants moreover announced on its Facebook page the impending opening of a branch in one of these « pads » It is information that the founder and president/director general of these restaurants, Thomas Bountis, confirmed to Soleil de Châteauguay. «We are waiting for our facility to be built. As soon as that is done, we will open, » he indicated while mentioning a possible opening in December of 2018. Zoning change necessary Ian Quint, the president of the Quint Group, however, did not want to confirm that date. « We cannot start the construction as long as we have no permit from the City, » he explained. « And this permit depends on a zoning change which must be adopted by the elected officials. » He added that it was a question of « bad timing » because of the election campaign. « The process will start up again after the elections, » he indicated while qualifying the current zoning bylaw as « unrealistic.  We are hoping we can agree on what can be done regarding the viability of the project, » he specified. Building »pads » cause problems According to Chateauguay Mayoress Nathalie Simon, it is not the renovation project of the Regional Shopping Centre which is blocking talks with the City, but the four detached buildings that the owners want to construct in the parking lot. « The renovation dossier has already been accepted, » she says. « They (the Quint and MACH groups) would be able to start tomorrow if they wanted to, » she affirms. « On the other hand, the construction of the four « pads, » projected for the parking lot, requires more planning, » she adds. That brings with it quite a traffic problem, because the restaurants will all have drive-through services. Then there is also the question of parking spaces which will be diminished there, » she remarked. Nevertheless, she believes that there are possible solutions, all the while specifying that the owners « must respect the same bylaws as anybody else. There are several steps to be taken in order to abide by the laws on development and urbanism.
